This document describes the critical role that peers have in developing and delivering care for people with HIV and OUD and how a state’s Medicaid program can serve as an essential fiscal resource in supporting peer services. Strengthening relationships across behavioral health, HIV, and Medicaid programs enhances seamless and responsive service delivery. Understanding that this process can feel more complex in practice than in theory, this document includes two state-based examples from Virginia and Rhode Island of how to foster effective relationships with Medicaid. To help you apply the content to your setting, we provide five considerations for states looking to build or strengthen their relationships with Medicaid.
